The map configuration currently assumes that configured layers will be listed with a few properties that enable them to be pulled from a store of layers that has been populated by a Capabilities doc.

When CAPRA switches to using the GeoServer Layers API, there may need to be changes done to the configuration object syntax, how it is consumed by the map viewer, and how it is extracted. This ticket covers those changes.
